Beneficial use

My brother came to talk with my mum about his idea of beneficial use of her premises. She can't be bothered thinking about it but he can't just keep being quiet about the waste either. They had a sort of argument. I knew he was bit a strained because he has to find a new job as well but I really don't like facing to that kind of argument.
In the afternoon, I went to the city office to join the national helth insurance instead of a cooparative insurance of some company because I don't know when I can get a job and my bad teeth can't wait for it. In the city office, I saw many adverts about volunteer activities and cheep public accommodations in tourist places. I wondered how often people come to the city office and where else they can know about those information. Those leaflets hardly ever been seen in libraries or schools. How many people make good use of the services run by their tax?
